Board Of Directors
Pacific Trustees Berhad is governed and managed by a Board of Directors. The Board is committed to upholding good corporate governance practices to protect the interests of the Company’s shareholders.
The Board is collectively responsible for the Company’s long-term success. To achieve this key objective, the Board works closely with the Management which remains accountable to the Board.
The Board’s primary role is to protect and enhance long-term shareholder value and to ensure that Pacific Trustees is run in accordance with best international management and corporate governance practices, appropriate to the Company’s needs and development.
Apart from its statutory duties and responsibilities, the Board also oversees the management and affairs of the Company and approves important business decisions involving its corporate strategies and directions. The Board has the overall responsibility of reviewing the Company’s strategic plans and performance objectives, financial plans and annual budgets, key operational initiatives, major funding and investment proposals, financial performance reviews and corporate governance practices.
In delegating responsibility for the day-to-day operation and leadership of the Company to the Chief Executive Officer and the Management team, the Board has processes and systems in place to ensure that significant issues, risks and major strategic decisions are monitored and considered at Board level.
We have eight directors with vast and varied experiences, knowledge and accomplishments. They include a former Chief Judge of Sabah and Sarawak and Federal Court Judge; a former Attorney General of Malaysia; a former Capital Debt Market Regulator; a former Banker and a former Advocate and Solicitor.

TAN SRI DATUK AMAR STEVE SHIM LIP KIONG
Chairman (Independent Director)
Tan Sri Datuk Amar Steve Shim Lip Kiong began his service with the Judiciary on 1 March 1992 when he was appointed a Judicial Commissioner in the Sibu High Court. On 1 August 1992, Tan Sri was appointed a High Court Judge and served in both the Kuching and Kuala Lumpur High Courts. Tan Sri is a panel member of the Kuala Lumpur Regional Centre for Arbitration as well as the Panels of Conciliators & Arbitrators, International Centre for Settlement of Investment disputes.
Tan Sri is the former chief Judge of Sabah and Sarawak. He was appointed to this position on 1 September 2000 and served until he retired from service on 19 July 2006.
Tan Sri has been appointed as an Independent Director and Chairman of Pacific Trustees Berhad on 20 October 2009.
TAN SRI DATUK SERI PANGLIMA ABDUL GANI PATAIL
Deputy Chairman (Independent Director)
Tan Sri Abdul Gani Patail is a Malaysian prosecutor. He was the Attorney General of Malaysia from 2002 to 2015, the first from Sabah to hold the position.
Tan Sri Abdul Gani Patail graduated with a Bachelor of Laws (Hons) degree from the University of Malaya in 1979. He began his legal career the following year as a Deputy Public Prosecutor (the title for a prosecuting officer in Malaysia) in Kota Kinabalu, Sabah. In 1985, he was promoted to Senior Federal Counsel for Sabah.
In January 1994, Tan Sri Abdul Gani moved to the Attorney General's Chambers in Kuala Lumpur. Then he was appointed Head of the Prosecution Division (1994 and again in 2000), Head of the Advisory and International Division (1995) and Commissioner of Law Revision (1997).
Tan Sri Abdul Gani has been appointed as an Independent Director and Deputy Chairman of Pacific Trustees Berhad on 26 April 2017.
MR. WEE CHOO SAN
(Non-Independent Director)
Mr. Wee Choo San started his career with Malayan Banking Berhad in 1970 with the Secretariat Department and Share Registrar. He was later transferred to Maybank Property Trust Department as Marketing Manager, where his primary duty was to educate the public and branch managers on property trust. In 1991, he was promoted to Manager of Maybank Trustees Berhad. He left the company in 1993.
Mr. Wee is conversant in different types of trustee services such as unit trust funds, bonds and loan stocks, timeshare schemes, non-golf recreational clubs, golf and recreational clubs, private and discretionary trusts, will writing and administration of estates and charitable trusts.
Mr. Wee was appointed a Director of Pacific Trustee Berhad on 1 May 2003.
ENCIK RAZAK BIN AHMAD
(Non-Independent Director)
Encik Razak Bin Ahmad holds an Advanced Diploma in Accountancy from University Technology Mara, Shah Alam.
He started his career as an Executive Officer with Bank Negara Malaysia in 1978.
In 1994, he joined PJB Capital Holdings Sdn Bhd (Subsidiary of Johor Corporation) as Deputy Manager.
In 1996, he was appointed as the Assistant Head of the Securities Commission Malaysia in various departments.
He was an Executive Director with Efficient Frontier Capital Advisors Sdn Bhd from 2007 to 2013.
On 31st October 2007 he has been appointed as a Director of Pacific Trustees Berhad.
On 25th October 2017 he has been appointed as a Chief Executive Officer of Pacific Trustees Berhad.
MS. ONG KIM ENG
(Non-Independent Director)
Ms. Ong Kim Eng completed her Form 5 at Sekolah Menengah Convent Butterworth, Penang and obtained Malaysian Certificate Education (MCE) equivalent to the Cambridge General Certificate of Education (GCE) in December 1971. Ms. Ong Kim Eng joined Pacific Aerospace Sdn Bhd as Personal Assistant arranging appointment for the Managing Director to meet up with foreign aerospace and aircraft suppliers. Liaising with the Company Manager to sign agreement and contract for service.
She is currently one of the Non-Executive Directors of Pacific Trustees Berhad.
EDWARD CHEAH KEN-SZE
(Non-Independent Director)
Mr. Edward Cheah Ken-Sze (“Edward Cheah”) graduated with a Bachelor of Science in Accounting and Finance from Oxford Brookes University in 2016. He also graduated from a web-development boot camp with NEXT Academy in 2016, where he is able to do front and back end in web development. He also received an Entrepreneurship certificate from Bond University Australia “Innovation as Strategy” in 2016. And has also attended and received training from Dr. Heldi Heron from the worldwide Institutes of Neuro-Linguistics Programming (NLP).
Edward Cheah joined Pacific Trustees Berhad as an intern on the 30th July 2012 and since then he was promoted to Management Trainee on the 28th January 2014 and on the 28th May 2014 he was promoted to Management Executive, and finally on the 20th April 2015 he was promoted to be the Manager in Managing Director’s Office, a position he held until 3rd March 2020.
He has experience in front and back end in Web Development which includes Ruby on Rails, Html5, javascript, database & SQL, CSS3, Sinatra and Github, Marketing and Operations, Human Resource, Administration and Finance.
He is currently one of the Non-Executive Directors of Pacific Trustees Berhad.
PAUL CHEAH BOON HOE
(Non-Independent Director)
Mr. Cheah Boon Hoe also known as Paul Cheah holds a Bachelor of Law (Honours) from the University of London in 1985 and obtained his Certificate in Legal Practices (CLP) from University Malaya, thereafter.
He was a member of the Malaysia Bar Council until 2013. He was appointed Commissioner of Oath by the Ketua Hakim Negara (Lord President) on 30 August 1990. Mr. Paul Cheah was elected to the Board of Governors of the Malaysian Canada Business Council (MCBC) for 1997/1998 heading the chairmanship of its External/Internal Relations Committee.
He previously sits on the Boards of the Malaysian subsidiaries of two (2) foreign listed multinational companies, namely Bombardier (M) Sdn Bhd and SNC-Lavalin (M) Sdn Bhd.
He was elected as the Chairman of Association of Trust Companies, Malaysia (ATCM) from year 2005 to year 2006. He is currently one of the Non-Executive Directors of Pacific Trustees Berhad.
Mr. George Cheah Ken-Lee (“George Cheah”) graduated with a Bachelor of Laws from Cardiff University in 2012. In 2013, he was called to the Bar in England and Wales with a Bar Professional Training Course in Cardiff University.
George Cheah joined Messrs. Paul Cheah & Associates as an intern in 2008. On November 2013, he underwent a one year Management Trainee Programme with Pacific Trustees Berhad. Thereafter, he continued to pursue his legal career by chambering in Adnan Sundra & Low (“ASL”), the top banking and finance/ capital market law firm in Malaysia. He was subsequently called to the Malaysian Bar in 2015 and was employed by ASL as a legal assistant.
He is well conversant and familiar with the structuring, documenting, executing and advising on a comprehensive range of transactions and products, both in Ringgit and foreign currencies, including corporate debt issuances, Malaysian law.
He returned to Pacific Trustees Berhad in 2017 as a Manager, in the Managing Directors’ office whereby he is involved with the day to day operations of the Company which covers Real Estate Investment Trust (REIT), Interest Scheme, Private Debt Securities (PDS), Collective Investment Scheme including for Wholesale Funds, Custodian, Escrow Services including for RMO P2P Finance, Robo Advisor and Digital Crypto Exchange and also the Private Trust Division in the Company. He also works very closely with the managing director of the Company on the day task and also with the senior managers of the Company. He also has organised and hosted various seminars for Bonds, REITS, Trust Funded ESOS and Private Wealth Services and events for the Company. He is also the editor for the Company quarterly newsletter.
He is currently one of the Directors of Pacific Trustees Berhad and Pacific Trustees (Singapore) Ltd.
