Managing Director, Resident Manager Cheah Boon Hoe
Mr. Cheah Boon Hoe also known as Paul Cheah holds a Bachelor of Law (Honours) from the University of London in 1985 and obtained his Certificate in Legal Practices (CLP) from University Malaya, thereafter.
He was a member of the Malaysia Bar Council until 2013. He was appointed Commissioner of Oath by the Ketua Hakim Negara (Lord President) on 30 August 1990. Mr. Paul Cheah was elected to the Board of Governors of the Malaysian Canada Business Council (MCBC) for 1997/1998 heading the chairmanship of its External/Internal Relations Committee.
He previously sits on the Boards of the Malaysian subsidiaries of two (2) foreign listed multinational companies, namely Bombardier (M) Sdn Bhd and SNC-Lavalin (M) Sdn Bhd.
He was elected as the Chairman of Association of Trust Companies, Malaysia (ATCM) from year 2005 to year 2006. He is currently the Group Managing Director of Pacific Trustees (Singapore) Ltd and a non-executive director of Pacific Trustees Berhad.
General Manager & Resident Manager, Pacific Trustees (Singapore) Ltd – Richard Chow Kah Wai
Richard joined Pacific Trustees Berhad as an Assistant General Manager in February 2012 and later promoted to General Manager in March 2016. He graduated with a Bachelor of Law (Honours) from University of Wales in 1986. He was admitted as a Barrister to the Honourable Society of Lincoln’s Inn, London in 1988 and was admitted as an Advocate & Solicitor of the High Court of Malaya in 1989. He has substantial experience in banking, commercial and industrial labour disputes litigation and as well as in commercial arbitration.
Richard is also a legal advisor on both corporate and commercial matters and have substantial experience in the preparation of corporate and commercial documentation. He has a strong analytical background, especially in financial analysis. He completed his post-graduate Masters in Business Administration (MBA) majoring in Finance with the University of Hull, England in 1997.
Internal Auditor Matthew Ngoh
After graduated from University of Malaya with a Bachelor of Science Degree (Hons), he proceeded to complete his Diploma in Graduation with the same university.
After two (2) years of teaching, he left to join Malayan Banking Bhd as an officer. He had a total of fourteen (14) years of banking experience, mainly in the credit processing duty and legal documentation. Before he left the bank in 1994, he was the Acting Head overseeing the credit works for Johore and Malacca region.
While working in the bank, he improved himself academically by acquiring certified Diploma in Accounting and Finance (awarded by ACCA) and Master in Business studies (Banking and Finance). The Master Degree was awarded by University College Dublin, Ireland.
He joined Maybank Investment Bank Bhd in 1994 as an independent stockbroker.
In 2006, he joined Pacific Trustees Bhd as the first (1st) Chief Operating Officer until his retirement in 2011. During his tenure of 6 years, he set up the various operational systems for Private Debt Securities (PDS), Interest Scheme (IS) and other corporate trust services and Private Trust. He is the author for most of the operating manuals which include PDS, IS, Private Trust, Will Writing and Safe Custody of Documents.
The operating manual was presented to Securities Commission of Malaysia (SC) and it was accepted by the SC which subsequently approved a license to PTB to act as bond and security trustees for bond issuances.
Further, Mr Ngoh had presented to the Companies Commission of Malaysia (CCM) on how we manage the Interest Scheme as Trustee. The presentation has received resounding approved from CCM.
When the previous Internal Auditor passed away in early 2014, he was recalled to take over the position.
